I want to learn Cold Email. Is there affiliates offers, that I could promote this way?

I am not expecting to send random emails with random urls and affiliate links.

I am expecting to send lets say, "Web Design" to Small business audience, and IF they respond positively, then refer them to a company that gives me a cut.

If so, how should I look for companies that do want promoters using cold email for their offers?
