What's the protocol post-accident?

Hi all. My partner and I were cycling on the seawall today (leisurely ride) when someone passed by him way too close on the left (without ringing his bell, and while there was plenty of space for him to go wide) and clipped my partners bike, and my partner went toppling forwards on the ground. He now has a mild concussion (he was wearing a helmet thankfully), popped rib, and damage to his bike, clothing and watch. The cyclist at fault remained on scene but refused to provide any personal information until a solid 45 minutes later after we begged him, and I would hardly call him apologetic or remorseful. I have two questions here....1 - What is the actual protocol here, if there is any? Just be a decent human and exchange info, or should it depend on severity of injuries? And 2 - what course of action do we have here to get any kind of compensation for all the damages to bike/injuries? Thanks in advance. Please no sparky replies, it's been a rough day of waiting hours at the hospital and trying to console an injured partner who is in immense amounts of pain.
