Never had GTA bountys until now

I started a new online account last year on PS4 I'm now level 190 and only just got my first bounty was this a glitch?

This whole time I couldn't see anyone with a bounty or place a bounty or have one placed on me This changed after I got the casino penthouse idk if that's got anything to do with it
