Building a community in Reddit (future goal)?

I am new to Reddit as a user. However, I do have decent awareness of what to do/not do. My question is regarding my personal goal on Reddit: building a somewhat popular community with rules, guidelines; etc. When did you realize you could begin to do something like that, concerning account age & perhaps, the heightened enough awareness of Reddit's parameters to embark (as in, knowing your account was secure to do so)? I do realize each community has ability to decide your joining, but what is it like for starting a community?
