question about daily limits in legal states

i’m from texas so idk much about legal weed, but ik y’all have daily limits in legal states, so my question is what, if anything, keeps someone from going to one dispensary, buying the legal limit, then just going right down to the other and getting the legal limit again? or even going to the same one after shift change? is there a database of some sort they put ur id into? i’d imagine if the law exists there’s gotta be a way to enforce it no?
