C, E, F, Fm?

If C is the I chord, how would you think about this chord progression (in terms of modes, scales, etc.)? I came across it today and it is a nice progression but I’m not sure how to contextualize it in my mind. I could think of the Fm as borrowing the Ab from the parallel minor, but I’m not sure what to think about sharp 5 in the E major chord (in terms of putting it all together/contextualizing the whole). How would you think about it?
