Characters hanging out at wayshrine?

As I was playing the remastered version, I recalled a distinct memory of when I first saw anyone play Oblivion. It was during that time before the game had any DLCs, and I remember my friend loading his game and he was at a wayshrine. There were several characters hanging out at the wayshrine as part of what I think was a quest? I remember him talking to the characters and then he went elsewhere to show me what the game was all about. Totally not sure and I could be misremembering. Anyways, I eventually got the game shortly after that, played through it and did nearly everything. I forgot about this memory until now, but I don’t recall any quests that involve a meeting of NPCs at a wayshrine. So, is this gathering of NPCs at a wayshrine real? Or just me misremembering from many years ago? I’ve played a lot of Oblivion over the years then have never seen something like that. And, now, on the remastered version I’m wondering if that is something that’s real that I could maybe experience? Let me know if this sounds familiar, anyone haha.
