Carrots/basil/tomato raised garden is filled with these bugs. Can you please help me identify?

Hi all. This is my first year gardening so please be gentle 🥺

I’m having trouble identifying these bugs. They are all over in my raised garden bed recently. Are they friends or foes? Are they gonna totally annihilate my plants and I’m past the point of no return???? 😭

The garden bed has carrots, basil, tomato and some marigolds that have not popped up yet.
