Ultra budget editing/streaming dedicated build with 2690v4+x99 R9s | Does it work?

I'm thinking of assembling an ultra budget build 2690v4 + x99 R9s + RX 7600 + 32gb (4x8) 2400mhz + 2Tb (2x1Tb) @ gen3. It will be used just to run OBS for streaming (the gameplay will be done on console) and edit in 1440p, exporting to 1080p60. Do you think it can handle it with quality?
