Apple Watch help

My elderly mother lives alone and I want to get her an Apple Watch to call 911 if anything happens, for emergencies etc.

What model(s) should I be looking at?

She’s not a power user or very active anymore. Just want something that will suffice for emergency purposes and she can use a little as a watch etc.

Does it have to be connected to a provider like Verizon?
