Texas Utility Trucks this morning

I saw two trucks with Texas plates driving west on Washington St in Irvington this morning around 7am.

They had lights on top of the cab and yellow and black tape on the tailgate. Blue lettering on the side that I didn’t get to see because they were heavily speeding.

Anyone know what these are or have seen them?
