OOS Anyone get into a UC college with GPA < 3.4?

Current GPA is 3.375. Took all AP classes possible and if not, honors level.

There is this tidbit on UC website "School-designated honors courses may be considered in the campus comprehensive review process."

Can this help or will I not be in consideration anymore?
