"But who, but who pick" does not make any sense

There’s been some buzz lately about the phrase we use to start the game Rock Paper Scissors. Most of us know it as “Bato Bato Pick,” but some are now claiming the original phrase is actually “But who but who pick.” It does not make sense, especially since “bato” means “rock” in Tagalog, which clearly fits the game.
