Finland keeps joining the allies

I have encountered an issue where despite playing historical Finland would get a fascist civil war, the democratic side would always win which forces Finlan to the generic tree, and they end up joining the Allies which completely messes up the war by having the Allies joining against the Soviets. This has happened to me in multiple consecutive saves.
