Why am I not getting gingerbread men?

I have been looking around my world trying to find them and my entire titanic world was the candy biome. All I see is the smores and I do not know if I need to mutate the smores or what. I reset the game and kept changing the world but nothing, can someone tell me what I am doing wrong?
