Conspiracy time. Australian poppy pundits, have you noticed that you get active seeds the first delivery but not the second? Here’s my theory for why that is.

NSFW

It’s no secret that active seeds have become rather rare, I only know of two reliable sources and both are extremely expensive. The reason they are expensive is because they know half their customer base aren't baking enthusiasts.

The regulations regarding the sale of poppy seeds is very vague but what is clear is that they have to test their seeds and act reasonably. Knowing the strength means they can send you their highest alkaloid batch the first time you order, but if you order more than even a bakery would need then they will send you weak batches to avoid repercussions if anything were to happen that could result in them being investigated. Because they would have to show regulators the strength of the batches that were sent, and they'd have to be able to argue that it was reasonable to not suspect ulterior use of their product and continue sending high alkaloid batches. Hard to say that it is reasonable to expect someone to be using tens of kilos per week for baking purposes.
