Crashing under light load 9070XT

Built my pc in March and I’ve been messing around with my CPU (PBO) and GPU (UB/OC). When gaming, my pc runs well and I’ve configured it so that my games don’t really crash that much with the UV/OC

The issues I’m having is that when I’m not gaming and just browsing the web using Chrome, my pc would randomly black screen with audio (if any) starts buzzing and reboot. Once it’s restarted, I notice that my GPU UV/OC settings in Adrenaline goes back to default which usually happens during a driver crash so I suspect it might be my GPU. I also notice that dragging the Chrome window can be quite laggy as well as typing on the address bar however, Chrome’s laggyness happens at stock GPU settings too. Another thing I notice is that my GPU clock speed goes as low as 0 Mhz.

One thing that seemed to have helped is lessening the UV from -85 to -75. However, with the recent driver 25.6.1 I crashed last night at -70. I also started to have the PL at -15% but I’m not sure if that plays a role.

Is anyone else experiencing this or have any suggestions or input?
