How to get Sky Dust?

I'm tryng to do the sky dust in the windsong tunnel quest but everytime i talk to Amos he says its not ready yet and to wait a few days. Is it actually not something available yet despite there being a quest that needs it already? Am I missing something? Is this a bug?
