Shoe sizing issue

Alright so new buyer here, ive always wanted a few shoes but they were always so expensive, so reps were super cool, but sort of inconvenient. I have a 27.5cm foot length, but my insole length for shoes is 28.7 to 29.2cm with thicker socks. (laced at least)

finally a shoe has a sizing chart, but i dont know if its based on feet length, or insole length... any help? for this and shoes in general
