Why do so many Latin Americans use old, budget phones?

I learn Spanish and Portuguese and so I chat and call with latin Americans. I notice in calls and in pictures, a lot of times the video quailty is terrible. If they snap a Pic of something. And send it to me, the quality is not the greatest. A lot of them still have phones with a headphone jack. One time I was going to play an online game with someone. It took me like 30 seconds to download and install a 700mb game. But we had wait for the other person to clear up storage and it took like another 4 minutes to actually download and install the game. I started to be able to tell if someone is using a BLU phone because of the distinct vibration it makes when typing. I've never heard of BLU before asking what kind of phone the other person has. I've never even seen one in real life either.
