Catch22/ hate speech?

So, short, this popped up on my feed about how Muslim students are bullying classmates for not partaking in their religious practices. Today, we had a local pride parade and had some of these teens/20 somethings accost us in various ways. Even enroute and enroute home when the flags were put away, we got insults from all from obvious middle eastern origins. One was entirely based on religion, others were slurs based on orientation.

I'm frustrated, as we have anti-hate speech laws and reporting measures for this, but they aren't being enforced. I have reported instances like this with screenshots and all, and was told that they don't meet the criteria. At this point I have to wonder if those in charge are just trying to make a pressure cooker as many I know have simply had it with these sort of confrontations. Sorry for the vent, but I have had it.
