Who's at fault in the public parking lot ?

I was pulling out of my parking spot after checking both sides. A car jumped out of nowhere and, honking like a madman and zoomed by my car, nearly hitting me. It wasn't really an accident, but who's at fault here? I did my due diligence by checking, and I am the first one who STARTED to pull out. Isn't he supposed to wait rather than trying to zoom by me at any cost ? I TOTALLY understand the thru traffic has right of way under normal circumstances. Apparently he believed he had the right of way simply because he was the thru traffic. But I was the one who STARTED to pull out after checking both sides. He was clearly speeding dangerously in a parking lot.

In this kind of situation, I ALWAYS waited for other person to pull out and go. But he was mad, honking like a madman, which tells me he is always like that elsewhere, always believing he is wronged.
