[CA] Lack of unique individual address, inaccessible breaker panel, no heat source.

California

New 'apartment' is essentially one large home that was converted into 3 units. None of these units actually have unique addresses, it's all the same address and all mail goes through another tenant's hands first. Our breaker panel is in another tenant's unit and is completely inaccessible to us. If it gets flipped, we were told to message the landlord who would then message that tenant. There is also no heat source present at all. I'm unsure if this is considered an issue or not even during the summer months. What is the legality of this all? Due to a few other things as well my family now feels unsafe to continue living here, however, I do not know if any of this constitutes a legal lease break and if so how to get started on that or even the process and rights of an illegal lease break. Finances are currently a bit of an issue and I am worried about the cost related to getting a lawyer to review this situation and help further if necessary but will if I have to.
