Mouse issue or gpu issue?

I have a question.Colud the stutters be provoked by the mouse? I have a suspicion that my mouse may be yhe culprit since when i played Euro truck sim it haven't stuttered once. But when i play a game like Roblox that requires a mouse it starts to stutter from time to time
