why cant we have AP irelia?

it doesnt even have to be good, just slightly playable. Its a lot of fun oneshotting wave on w, r flash in teamfight etc etc. at the moment it is not playable. too troll. also AP jax is a thing and it actually does big damage and is even good in some matchup like teemo for example. did riot ever comment on why AP irelia cant be a thing?
