Can’t complete “The paranoid” quest

Three of the Chosen NPC’s will not appear. I’ve visited the sites many times, restarted the game multiple times, and haven’t been able to find “the Fire, The breath, or The body.” I stop by every time I’m in the area, hoping that they’ll spawn eventually but I’m starting to get worried I’m hard locked from finishing the MSQ.
