help! is this too long for a check up?

hello! i've been having some problems with family issues, and as i've lost my job, i have no ability to take my pets to the vet nearby.

my family, specifically my parents, are pushing away any chance for a check up from the vet for my cats. as i've said before, i have zero ability to take them to the vet because of money problems. last time i had gone to the vet, i got a paper slip for the cats and their overdue check ups.

i've looked over the page in disbelief, seeing that our cats are about a year and a half overdue for multiple checkups on just one cat.

my parents do have enough money for those check ups, but they keep pushing away the problem, saying stuff like "we didn't take our animals to the vet when i was younger" and other stuff like that.

i have come here to ask about how the problem could be taken. i've been gathering evidence for a potential neglect case, and i need to know is this counts as neglect.

these checkups are especially needed as the cats have been forced outside against my will, and i'm worried that the rabies vaccine won't work if they get attacked by an animal.
