A fan webcomic of small soldiers

I wonder if it's Possible Because Would there be Problems Of the rights Of a franchise and the characters I mean Not just For profit "cough" war of the nekron "cough" comadran studios "cough" But for Enjoyment of A forgotten movie Franchise That somebody Wants to make A Story Based Of Small soldiers Can it work? Maybe not a webcomic maybe a fanfiction novel instead
