Why would a man hand deliver a letter to my house after I've already made it clear that I don't want to see him and to leave me alone?

I broke it off with him Tuesday because he's married and hasn't given me proof the divorce he says is happening is actually filed. It's not even visible on the county website. He's also been showing some love bomber tendencies like elaborate compliments and saying I'm his soulmate and the one that got away.

In the past he's created new phone numbers and texted from there, but last night sometime he dropped a letter in my mailbox. Even sprayed it with cologne (which smells damn good so I've been sniffing this more than reading it).

I have to wonder if this is a manipulation tactic from a love bomber, or a genuine act of romance?

He's from El Salvador if that makes a difference....my cousin says some cultures are more over the top when they're persuing somebody, so mentioning incase it's relevant.
