Bleaching process

I currently have highlighted bleached hair with pink color ontop of it. My plan is to use color oops to remove the pink because I wanna bleach my whole hair blonde to put long highlights on it. The thing is some strands are my natural dark hair color and some are bleached strips. What developer should I use that’ll fit both my virgin hair and already bleached hair? Also this means I’ll have different parts of my hair having different bleach colors like some lighter than the others, correct? Please help me with what developer to use
