Icici refund query

Does anybody have idea why icici transfers credit card refund amount to bank account sometimes, when I checked with customer care they said if total amount due is 0 and refund comes from merchant they will first credit to credit card and again debit from credit card and add amount to icici bank account.

Not sure why they do this and how this will effect credit utilization.
