Is there an eyeliner that stays on the waterline?

I’ve tried several drugstore eyeliners for tight lining but they always disappear within the hour. Waterproof doesn’t make a difference. I’ve tried using Q tips to dry my waterline before applying but it doesn’t help much. Maybelline, Milani, L’Oréal, too faced, elf and Kylie all gave me the same results. Kylie was by far the worst but I use milani and maybelline for a smokier look.

Is there something else I can do that would help keep it intact for tight lining above and below the eye? I’ve heard the Prada eyeliner is good but I want to hear thoughts before I spend $35 on an eyeliner.
