WTF Florida? Non-US Resident Requires US Mailing Address For Purchasing License Online?

Trying to buy a non-resident fishing license online from gooutdoorsflorida.com. I have indicated on the form that I am:

1. A non-resident

2. An International Customer

3. Using a non-US drivers license

4. With a non-US physical address.
