Define "Clear Fort Gardhart"

All the guides say "Just clear the fort" and nobody specifies what that entails. Beating all the monsters (they respawn)? Finding all the chests? Is there a room I'm missing that drops a plot point? For a location that all but force you to go to before the endgame, nobody seems to provide any details for exactly what qualifies completion.
