If Rouge One was being created as a sequel to Andor

Apologies if this has been asked before, but I couldnt find it.

Hypothetical scenario: Rogue One was never made and instead Andor was put into development first and based on its popularity, Disney greenlights Rouge One as an epic, big-sceeen conclusion of the two season Andor show. Knowing what we know know about Andor's plot unfolded and the unique characters that were introduced, it would obviously be a very different movie. What do you think the writers and Tony Gilroy would do differently with Rouge One if it was just being put into production in 2025?
