iPad Air or IPad Mini

I’m buying an iPad after ages as a bday gift for myself.

I’m leaning more towards the air but I would some suggestions from ppl that have actually used it. Cuz I have seen reels on ppl suggesting the mini. I’m not a gonna a heavy user, I just might use it for video editing, art and notes.

Is there a huge difference in user experience between M3 and A17 pro?

Also on the Apple Pencil, should I take the pro?
