On "The Last Crusade" which villain was more evil/despicable between Ernst Vogel or Walter Donovan?

I personally hated Walter Donovan more as he was basically a wolf in sheep's clothing who betrayed Indy and even shot Henry Jones so he could lead Indy to get him the grail cup, even Elsa was disgusted over Donovan shooting Henry.

I also thought Vogel was the far more interesting villain of the two as he was more menacing of the two and had more personality, I personally wished Vogel was he main villain instead of Donovan since Vogel has a much bigger personality of the two.
