How would you make those ultra-precise SVG files on Wikipedia?

For example: The House of Representative Wikipedia svg maps, the vector shapes are perfectly in line with the usually wacky shapes of irl districts. So, what is the process to make such perfect, clean electoral boundaries like House maps? Just straight up png to svg via some application or is it less straightforward?
