I Need Help

Can anyone please help me figure out what's wrong with my STI. It has a tial external wastegate and a grim speed electronic boost controller . When it tries to build boost the ECU cuts off the acceleration. Is over boosting the cause of this or is the wastegate stuck? I'm confused , it only builds 12 psi max before the wastegate is about to fully open then it cuts it off
