Two M12 base tools or One M18 brushless?

I've spent several days trying to figure out what to buy (and looking over this sub) and I think at this point I just need to get advice.

I am a DIY person and all I have is an old ryobi driver/drill with just 0-600rpm. I've realized sometimes it isn't strong enough for what I want and battery has died.

I have seen two promos and hopefully I can help with a decision:

Option 1: M12 driver base (2407) + M12 impact base (2463) + 2 1.5 batteries + charger for $150 (Canadian)

Option 2: M18 brushless non fuel tool only for $110 (Canadian)

Its strictly DIY stuff. Which deal do you think makes more sense for me?
