VRE denied…but I meet the criteria?

I applied for VRE with the goal of being a dentist and was denied. I do not have a the pre-requisites done and I have three degrees (undergrad, masters, and phd). This is not about greed or wanting more degrees: I tried and struggled maintaining a career in industries that are related to what I was trained to do and can’t, have applied to over 50 jobs and have been rejected, and meet the criteria in the CFR (even sent it to the VREO of the office) and was denied.

The denial letter just stated that I have three degrees and, as I escalated evidence with specific examples of how I met the employment handicap definition, I was denied without reason as to how I don’t. Just seems like no one wants to help. I have my HLR pending and just took some active duty orders to maintain a job (I’m in the guard still). What are my options here? Just want to find something I can do for work that doesn’t make things worse. Would appreciate anyone’s help.
