Move to Costa Rica: Y/N?

I'm a first-generation American, and due to a variety of factors I'm considering other countries to live in. My Spanish is rough, but serviceable enough for functional conversations (Edit for clarification: I am actively practicing and working on improving my Spanish. I'm half Bolivian and hope to visit there one day so Spanish fluency is another reason I'm considering Costa Rica). I'm already used to living on a smaller budget so I don't mind going without most luxuries many Americans don't consider luxuries.

So my questions would be the following:

Would I be welcome if I'm respectful?

Is there a decent opportunity for higher education? (I'd like to pivot into STEM specialized in Evolutionary Adaptations or Mycology)

Just how stable/unstable is the access to internet?

Can I bring my cats?

Access to Healthcare better or worse than the U.S.?

What is the most helpful thing I can do if I do expat?
