Chances to get a graduate DOST scholarship?

For context, wala naman akong bagsak at maayos grades ko, pero I don't have honors/distinctions nung bachelors ko. I graduated sa isang LCU sa province and my education was subsidized. I tried to enroll sa masters sa bigger university, and the dean suggested I could try and apply for scholarship dahil wala raw iba nag apply na iba sa course ko. I wonder what are the chances? Natatakot kasi parang nagsasayang ako ng effort and time in the application. Any tips if meron man?
