Can you grow more pops for the "Prepare Invasion" espionage mission?

I'm in a PVP game and I've stolen a few pops from my friends as body snatchers. They've since gotten enough encryption to make further kidnappings unviable. Can I use pop growth to make 2000 of their home pops I DID steal for the usage of "Prepare Invasion"'s maximum effect?
