21st birthday planning where should we stay?

Hello I’m taking a trip with 2 people turning 21 in the beginning of September like 1st-3rd. And wanted to know where we should stay. I’m on the fence with Caesar and Tropicana. I was going to do Bally’s but kinda go scared for 3 younger lady’s at night. Just stayed at hard rock so I want something different. And I would pick oceans for the pool but the price is ehhhh for what I’m hoping for. Trop seems like the better choice for younger crowd. Also I really enjoy an all day tram pass when I was just there, will they be running after Labor Day? If anyone knows.
