Help with at fault driver’s insurance

Other drive hit me while I was stationary. I filed a claim with the at fault driver’s insurance company two weeks ago. Didn’t want to file a claim with my insurer to hopefully prevent my rates from increasing and not having to pay a $1000 deductible. But at fault driver’s insurance co will not process the claim. Any advice?
