order stuck on finding a driver for over an hour

i placed an order about an hr and a half ago and the driver it was assigned to cancelled or something almost immediately so it’s been stuck on “oops finding another delivery person” the entire time. i tried cancelling it in the app but it says i’ll be charged $21 if i do? 😐 will uber automatically cancel it and refund me after a certain amount of time or did i just get essentially robbed? 🫠 i told the restaurant what was going on when they called me around the 20 minute mark but even if i still wanted the food i can’t go get it myself bc i don’t drive.
