Is Tangier a good place to live for a foreigner?

Hello, I am a european living in Agadir. I want to change cities and I am curious about tangier. I would like to know how is it living in Tangier. The pros and cons. I liked Agadir because it is good weather all year round. But it is a small city with limited restaurants (compared to casa and Marrakech) and everybody knows everyone. I am considering tangier because it looks like it is also a beach city. Are the people of Tangier welcoming to foreigners living there? Is English spoken or understood? I am learning darija atm. Is 10 K Dirham a month enough for one person to rent an apartment long-term and eat out daily? Can you live there relatively anonymously without people wanting to know about you and your life? Any basic insight to living in tangier and the people of tangier would be greatly appreciated thank you.
