What caused tatoos to become more acceptable in workplaces and more ?

When I was a kid it seemed there was stigma about tattoos at church or work places or covering them etc

Now they seem so ubiquitous and present everywhere and people are mixing more casual about it and it seems non tatoo people are less judgy too, What caused this ? Whatever caused it , is it related to dyed hair become less of a judgement thing ? Or even dressing down in public ?
