Crusader Kings 3 Steamrip DLCs not unlocked

A friend and I both downloaded the exact same steamrip download of Crusader Kings 3, but when I run the game I have all DLCs enabled and when they run the game they have no DLCs. What could possibly be going on here and how do I fix it? We're both using Windows 10, tried reinstalling it to no avail.
